Deaths
Herbert Beumer
NAPIER FIELD – Dale County Sheriff Bryant Mixon has ordered an investigation into the death of Napier Field Mayor Herbert Beumer.
Beumer, 69, was found dead in his car after an accident that happened about 3:15 a.m. Monday, Mixon said. He said Beumer died of a head injury, but the circumstances of the death led him investigate the possibility of foul play.
“There was enough evidence to warrant a complete and thorough investigation of his death,” Mixon said.
Napier Field is a town of about 500 in southeast Dale County.
The sheriff said he has requested assistance from the Alabama Bureau of Investigation, Alabama Department of Forensic Sciences and police departments from around the area.

Napier Field police chief jailed on murder charges
OAZRK – The police chief of Napier Field was jailed today on charges of killing the mayor of the small southeast Alabama town.
Dale County Sheriff Bryant Mixon said Police Chief Rudy Thomas was arrested Wednesday night in Dothan along with another Napier Field resident, 26-year-old Patricia Phillips, on murder charges.
They were being held late this morning in the Houston County Jail in Dothan with no bond set.
Mayor Herbert Beumer, 69, was found dead in his pickup at 3:15 a.m. Monday after it ran off an embankment at a slow speed.
Officials became suspicious after a preliminary autopsy showed Beumer died from a blow to the back of the head that caused a skull fracture.
Thomas, 33, had been on the police force five years and was the one who found the mayor’s body, Mixon said at a news conference.
The sheriff declined to speculate on a motive for the slaying but he said the Alabama Burearu of Investigation is auditing the town’s financial records.

Chief’s Arrest in Mayor’s Death Shocks Acquaintances
by Judy Fish - Advertiser Staff Writer
NAPIER FIELD – The mayor and police chief in the Wiregrass town of fewer than 500 people often disagreed with each another [sic] at City Council meetings, “but it was nothing somebody would kill someone over.”
That’s what Town Clerk Marsha Chumley said Thursday, the day after Napier Field Police Chief Rudy Thomas, 33, was arrested in connection with the Monday death of Mayor Herbert Beumer.
Napier Field is located 10 miles north of Dothan.
Dale County District Attorney Ed Boswell said Thomas and 26-year-old Patricia Phillips, a Napier Field resident for the past month, are charged with capital murder in Beumer’s death. Both are being held in the Houston County jail without bond.
Chumley described Thomas as “sensitive” and said he once cried after leaving the scene of a car accident where he thought a baby may have been killed. “I don’t think someone like that could commit murder,” she said, adding that she was surprised by Thomas’s arrest.
Jerry Hicks, a former Napier Field city councilman, said he also was surprised by the police chief’s arrest. “It’s a shock, because me and Rudy’s been fishing buddies for years,” Hicks said.
Dale County Sheriff Bryant Mixon said the Alabama Bureau of Investigation is auditing the town’s financial records, which by Chumley’s admisston are still six months behind. Mixon said the audit is to determine if the town’s finances are connected to Beumer’s death.
Chumley said when Beumer told her his life had been threatened, she shrugged it off “as people just talking.” She said she was told audits are normal procedure in cases like this. “I was told they just want to see if everything was OK when Beumer left.”
Beumer’s body was found Monday morning by Thomas, who had been on the Napier Field police force for the past five years, Mixon said.
At a news conference Thursday, Mixon said Beumer was killed around midnight. He said Beumer’s truck apparently had been run off a dirt road and down an embankment.
“I presume that they thought the truck would roll over several times, making it look like an accident,” Mixon said.
He said Beumer’s truck was in park when it was found, and the truck’s engine was still running.
A preliminary autopsy report determined the mayor died from a blow to the back of the head.
