Jefferson County Historical Society Hall of Fame honoree Louise M. “Peg” Johnstone died at the Hospice of St. John Monday.
A family graveside service is scheduled for today, Thursday, at Crown Hill Cemetery and Mortuary at 11 a.m. at West 29th Avenue and Wadsworth Boulevard.
A memorial service will be Tuesday, Nov. 7, at 7 p.m. at Lakewood Methodist Church, 1390 Brentwood St. Public viewing was Wednesday at Olinger Mortuary.
“She’s done so many different things,” recalled her husband, Jim, Tuesday.
A teacher by trade, she served as the last elected Jefferson County superintendent of schools. She successfully worked to get the elective office changed to the appointed position it is today [office abolished].

She perhaps is best known for her 22 years as the executive director of the Developmental Disabilities Resource Center for Jeffco. “Peg took that program from a $50,000-a-year center to the $12 million deal it is today,” Jim Johnstone said.

And she served as the president of the Developmental Disabilities Foundation.
Most recently she helped form, from a bunch of different agencies, JeSSe [sic JeSSc],” he said. JeSSe [sic] is the Jeffco Self-Sufficiency Council and she served as its first president, as well as being a co-founder.

She served on the Lakewood Housing Authority board; Foothills Recreation District Advisory Committee; Jefferson Corp.; Jeffco Library Board; Rocky Flats Blue Ribbon Study Committee; Education 2000; Citizens Advisory committees to the Jeffco R-1 School District; PTA presidents at elementary and junior high schools; three homeowners associations; 4-H Extension; and CSU Extension Advisory Council.

She was national president, regional vice president and national meeting ladies activities chairwoman for the National Society of Professional Engineers Auxiliary.
She was organizing chairwoman, president, vice president, and membership chairwoman and secretary for the Professional Engineers of Colorado [Auxiliary]. The Professional Engineers of Colorado honored Johnstone with its Distinguished Service Award.
She held all offices of the Jefferson chapter of PEC [Auxiliary] and served in various positions for the American Society of Civil Engineers [Auxiliary], Colorado School of Mines Faculty Wives and Rocky Mountain Association of Geologists. She also was past president of the Private Industry Council.
Her political activities with the Republican Party included precinct committeewoman, district captain, state Central Committee bonus member, Jeffco GOP Executive Committee, Senate District 21 chairwoman vice chairwoman for House District 26, as well as chairing and managing campaigns for 20 years.
She was an independent consultant and legislative lobbyist for six years.
She was born in Morganfield, Ky., in 1921 to James William and Daisy (Hindel) [Hindle Spear] Moffit, and married James G. Johnstone in Golden Aug. 24, 1946.
She received a degree from Western Kentucky University and a master’s degree from Purdue, West Lafayette, Ind.
She began teaching at Arvada High School as a home economics teacher.
She is survived by her husband; one daughter, Nancy Ratay of Jeffco; one granddaughter, Elizabeth Ratay of Jeffco; and two sisters, Anna Morgan of Morganfield, Ky., and Beatrice Marvel, Sturgis, Ky.
The Rev. Melanie Rosa will officiate at the service.
